Quick question on batteries. I have a e-go tiny battery that came with my starter kit and have since upgraded to a VV twist type. I was using the little one for backup when I ran out of power on the twist. Is it ok to top off my batteries when not using before compleatly discharging them, or should I discharge everytime before I plug em in? Does it affect the battery life both in hours and in general?

I'd like to know the answer, too. I use a number of different devices and batteries and I know some can be "topped off" and others not. I'm just not sure which are which.
It's not only OK, it's preferable. Li-Ion batteries don't like to go through full charge-discharge cycles; it actually shortens their lifespan.
Top off early and top off often.
And don't leave them on the charger unattended--or overnight!

The only thing I'll add is don't top off and leave the batteries at full charge for a long time, all the time. That will shorten their life.

Li-Ion batteries are stored at 60% charge [for long(er) term storage].
You can put them on the charger any time you want. Li-On batteries don't have "memory" as some other chemistry rechargeables do. Topping them off before the automatic circuit inside shuts them down has no impact on their overall lifespan or run times.
This is how I've taken to doing with any appliance w/ li-ion now....my kindle, my cellphone, mp3....when they hit 60% I'm thinking "top it off" next time you stop using it. This way I never have to "worry" about do I have enough battery life cause they never get close to drained!!! 
I've always topped off my egos and now my Lions. I don't know if it hurts or helps but my fear of a dead battery makes that not matter.
I run mostly mechs with 18350s sub ohm. Its a lot to ask of a little battery so I rarely run them down past 3.5v
This way there is less chance of my PV going critical mass and leaving a smouldering crater where Europe used to be.

thanks for the good question and answers i just topped off my 18650 battery last night i top it off when it gets to about 3.7 volts.
All built-in, non replaceable e-cig batteries are lithium ion.
Replaceable batteries used in APVs are a different matter.
