Same rationale as people who want Safe Zones... who want to censor ideas. The "see, say, hear no "evil" group who self-defines what "evil" is.

It's Funny you should mention the "Out of Sight - Out of Mind" concept. Because I was Reading this article when your Post came thru. LOL

Of course, this Wouldn't apply towards Vape Shops that only admitted Adults to Enter.
Yeah... I don't buy it - "significantly reduced" = 11% and the method of asking the questions just doesn't seem consistent or 'significant' to me. And with teens looking to stop smoking, this would be counterfactual and unhealthy with regard to vaping products. If they're already smoking, they should know about vaping. If they aren't already smoking, vaping is still the less harmful experimentation.
I have No Clue as to Quantitative Effectiveness of removing Cigarettes (or e-Cigarettes) from the sight of Teens. Could be Much More Effective. Could be Zilch.
But if a Vape Shop only allows Adults to Enter, I'm not sure where the Problem is with Displaying Hardware or e-Liquids?
It would be like saying that a Bar, that Doesn't Admit Minors, can Not Display bottles of Booze because we Don't Want Minors to Drink.
No idea. Unless the law is specific to variety stores and gas stations, it doesn't make any sense. If these Restriction you mentioned for Displaying e-Cigarettes was Applied to Stores where Children and Minors are present, I could see some of it.
But if a Vape Store only allows Adults to Enter, what is the Problem?
