Universal charger- how do I know when it's done charging??

Bought the Universal battery charger from madvapes (using 18350 batts on it) and I charged my batts a few days ago and took them out when I thought they were done (the light was flickering between red and green but never reached a solid green after 3 hours) and today since my Chuck is going to be comig soon, I stuck them back on the charger to make sure they were fully charged and the light turned red again! WTF?

I've been told by literally EVERYONE here that batteries do not lose their charge if they are fully charged and set aside. Is this even true? And also, how do I know when the charger is done charging my batteries? When the light is flickering (it's flickering right now) or when it turns a solid GREEN? (which I've never seen it do)

PS: the manual is useless. The English is so awful it sounds like they're talking about a lawnmower instead of a battery charger.

I've got the same charger. It never gives me a solid green light. When the red blinks are somewhere around 10 seconds apart, you're good to go.
