“These days”? It was never much of a thing for businesses that I’ve noticed. It can be forced on them by laws, either of economics or government, but it rarely happens unforced

Why is this some Big Surprise?

They took a Illegal Market and then NORMALized it. But the Economic Model is that Legal "Regulated" cannabis/THC costs 3 ~ 5 Times as much as what you can get off the Street.

And since Everything is basically Cash Sales, there is No Effective Tractability.

California got just what Pro Pot Politicians/Advocates were Told would happen. I'm just Glad there were e-Cigarettes that could be Blamed by the Media when people started to get Sick.

Else someone would have to take a Hard Look as just how well California has done selling Pot.

You keep saying this, yet when I was in California (how I hate leaving, but that aside) it was cheap. Either CA has a dirt cheap black market for this comparison, or the east coast's has been very expensive for my entire lifetime. But the legal weed I purchased in Cali was not expensive.

10/gram for incredibly, remarkably good product. Tax included.

Never in my life found anything half that good for less on the east coast. Ever. North to south.

So is CA black market weed dirt cheap or what is it? Because that's all that would make sense to me. I'm guessing so.

Just like DIY e-Liquids are Substantially Less than buying Retail e-Liquids, street Pot in CA is Substantially Less.

But why would this Also be a Surprise?

All I need is a Scale and some Baggies. Verses Licenses/Permits, Taxes, a Year Lease, a Store Front, Employees, etc...

And since my Product Doesn't need all the Regulatory Overhead on it, the Cost of Wholesale is Significantly Less also.

CA weed is just plain dirt cheap. The legal market there only gets about 20% of the weed sales due to price & taxes. The further east you go the higher the price goes up, it's always been that way legal or not.
