Mt Baker Vapor or Killer Juice. Both are very cheap and make quality juices in my opinion.

+1 on Mt. Baker and Killer. I picked up a few bottles from Killer last weekend with their $0.99/15mL sale (which they have every weekend - limited selection of specials, but my choices were pretty tasty) I'm foraying into DIY, so I may not be buying much anymore....

If you go the Mount Baker Vapor Route (definitely a good choice for budget liquid), don't be too tempted by the flavor shot options. At most get one shot if you have to. I've made the mistake of getting 5 flavor shots before, and I had to cut the it down to a 25% original 75% VG mixture before I could stand it.
