Close, but no ice or cooling flavor, strong/sweet orange with no "blood orange" bitterness, and the cream component was thinner than a heavy cream: maybe somewhere between milk and half and half?

I was going to suggest a good creamsicle recipe, but use dairy milk or fresh cream instead of ice cream.

Maybe start with orange cream and fresh cream?
