Okay, let's try and take a look at this rationally. Vaping doesn't belong exclusively to former smokers, just as one doesn't have to be a cigarette smoker to enjoy hookah. I started smoking at 22, at a point in my life where most experts claim if you haven't picked up the habit by then you're 98% less likely to. Was it foolish? Sure, but so goes life. I'm guessing the OP saw a pen or cig style e-cig at a smoke shop or convenience store and was curious. No harm, no foul. It's better than being curious about cigarettes and buying a pack, ya know? My brother never smoked cigarettes, but he vapes 0mg juice for the social aspect.
With that said, nicotine is not something I'd advise a non-smoker to take up. It's a gnarly addiction and not one I'd encourage someone to get trapped by.
