Is it $70-120 for just the mod or everything?

For kits the Kanger subbox mini is very popular and so is the eVic VT. Both are complete kits in that price range. If you just want a low cost high powered mod nothing will beat the price point of an istick 100w (about $40), but you will have to buy external batteries and a charger on top of that.

For $80-90 you can get a very good mod in the IPV3-LI which can go up to 200w (just bought one myself). Again you will need to buy batteries and a charger separately.

That's a Nice budget for start vaping! If you want a good 120w device, double 18650 the ipv4 (the black one on gearbest is the updated) is a good choice for 60 dollars, the you'll have a lemo 2 (30$), velocity rda clone(10$), 2 x 18650 (Samsung 25r for 15$-20$ maybe less), and a charger (the efest luc charger is good for 25$)..
after you'll need coton and kanthal or/and nickel...
If you want to go for a good tank, the subtank plus is really good.

Your budget is pretty decent if you are only considering to purchase a mod only. If you are considering Temp Control as an option, you can look for Sigelei 150W Temp Control, IPV3-Li 165W, IPV4S or perhaps the Snow Wolf 200W (price range around $65 - $115). All the mentioned mods does not come with batteries. Therefore, you may need to set aside budget for batteries and a decent charger. If you are intending for a lower budget, you can consider the new iStick TC 40W or IPV D2 75W which is priced from $30 to $60.

Of course, the above mentioned are all temperature controlled mods. For normal regulated mods, you can consider Sigelei 150W or the iStick 100W which is priced from $35 to $70. With the budget range you have, you can get a decent normal regulated mod easily.

As I personally do not use mech mod, I will leave it to the mech mod experts to provide some recommendations.
