Really need OP to comment on how much vapor he is getting... if he's getting clouds and not tasting it, it's him or the juice... if he's not getting vapor, it's something else...
I know it is some distance from you, but I really suggest you go to that shop. I am sure they could tell you exactly what is wrong, and maybe give you some personal recommendations regarding juice and attys or cartos. Sometimes it is good to have someone with experience right there to help you. You have the best mod available IMO, now you just need a bit of one on one and I'm sure you will be able to do this. Take your REO, and maybe an extra battery just in case. Hope you let us all know what you find, and best of luck!!
WHOA...stop, I think you are flooding your atomizers. Are you getting some vapor/no flavor/juice in the mouth? Take the atty off, hold a napkin under the battery end, blow through the top once or twice. Wipe off the threads, screw it back on. Now fire the REO and see if that is better.

Meeting up with experienced vapers really did make a night and day difference for us. We drove a couple of hours to go to a meetup, and it was awesome- tried lots of different things, and came away with a greatly improved knowledge of vaping. That, and it was just a heck of a lot of fun to meet everyone. I walked around smiling for days.
It took me a while to find a juice and cart combo that worked for me- and when it clicked it was HUGE. I went from panic/OCD reactions to being just completely and utterly content.
For me, vaping is like methadone. It's more addicting than smoking so it works. Smoking is what psychologists call a chained behavior- there are a lot of steps to the ritual, so you sort of have to get a ritual going with vaping too. I'm addicted to the nicotine, but also the experiences that come with it. Part of the ritual is being all consumed with vaping info- I don't have time to think about analogs because I'm always learning something on the ECF, or online looking at vaping gear.
You'll get there. FWIW- I bought some of the Cisco's too- and they're nice, but (and I know I sound like a broken record)- I get more vapor and a harder hit on my Boge 2.0 ohm cartos. I just keep going back to them.
noc, just a thought - what is the born dates on your BWB? I vape mostly vape BWB and find they need to steep for 2 to 4 weeks before their true flavors come out.
Do you have another device you can try your atty and the juice on?
I'm gonna offer up a few things and gonna torque some I'm certain.
1-BWB is NOT for every pallet. I have tried malty, malty toffee, honey flue, honey flue nut, and backo. They all had a super funky taste to me. Steeped over a month...same thing. I don't know what they use a a base, but to my pallet is is some nasty stuff. Try a different juice brand if you can.
2-the is a meet TODAY in Glendora. Don't know the time or place but google the ECF and I'd bet you find it.
3-Stated as primed or not, I ALWAYS blow through that batt end of a new atty to make sure nothing is in there. Cisco is not supposed to be primed, but I just got an order in the past 2 weeks that was. That stuff is NASTY!
4-attys have a break in period, but usually not very long. I chain vape and the flavor comes out great in 15-30 minutes.
5- I think mlinky is onto something. You could be flooded. You will get minimal flavor and vapor. Blow out the atty and see how many drops come out. It will give you an indication of how many drops LESS to put in next time.

the 306 are very tricky to get the perfect amount of fluid in. They flood easily and give you no taste or u will not have enough taste and get this burnt taste that i describe as a gunpowder taste. If u have ever shot alot of guns u will recognize this smell/taste. I recommend doing what Mlinky said above take off the atty blow through it a few times wipe it down, put it back on and vape it one time real quick. If it has that gunpowder taste barely squonk ur bottle a bit, try vaping it real quick again, slight gunpowder taste again squonk alittle more but just barely, keep doing this till u fond that good taste of teh juice. It will take some practice to learn exactly how much to squonk but u will get it and be glad you did.
Oh forgot to say this to but you said the vapor doesnt feel very warm but actually cool. To me this says definately flooded. The 1.8's you should be able to vape and stick your tongue near the drip tip as your vaping and you will feel a very warm airflow, if its flooded the air will be cool or barely noticeable warm. Just something i thought of as a way for you to test it and maybe give us a better feeling of whats going on.
I quit smoking almost 5 months ago. Here are my observations:
All of my favorite juices taste best in the morning. The later in the day it gets, the less I can taste my vapes.
I pretty much accept that I won't ever enjoy blissful vaping throughout the day. My buds just don't have the stamina for it. Rotating my flavors helps some.
Just my two cents ... a week and a half steep is nothing if its juice that needs steeping.
I think I've read that BWB needs a good steep ... (never had it)
A month is pretty common before its gets good.
I have some issues with flavor and attys .... If i wan't to taste the juice all day long a Boge 2Ω carto is my best bet.
Attys taste great for the first 1-3 hours .... then nuttin sometimes.
Same thing for me, i have tried applewood, vanilla bean, casablanca and a few others from BWB. All of them had a chemical taste to me. Not sure why but i havent liked any juice ive tried from them. I haave tried several several juice vendors and i like FSUSA's Wyatt Earp and Applewood. Avejuice's Boba's Bounty (didnt like it the first few times i tried it, now i cant live without it) Gorilla Juice. All of my favorites had to grow on me but i couldnt manage to come around to the BWB juices. Get some samples from different places. Also ecopure full flavor from innovaper helped me get over analog cravings when i started vaping. I didnt really like the flavor but it helped the cravings. Good Luck

BWB definitely needs steeping...at least 2 weeks, 4 or more is better. I do like a few of their flavors...applewood, Casablanca, malty toffee..but right out of the mailbox they either taste like nothing, or they taste like crap....give them some time to age...vape something else while you wait....maybe some atomic cynicide or Geoffs blend from tasty vapor...if you don't taste that stuff, then your taste buds are malfunctioning for sure....if you want to try some fruit or dessert type flavors, check out mrs t's bakery...good stuff.
