Which one would be a good starter kit to buy, vaporesso swag or eleaf istick pico? And will a single dual battery device be more safe than drawing the power from one battery? How to figure out what type of battery to choose for a specific mod?

Either/both are fine. The other options suggested are viable as well.

Use charger and battery suggested.

If you will be vaping in the 0-40Watt range, a single battery unit should be fine for most of a days use.
If you are vaping at 45W+ consistently, a two battery device will allow a longer run time.

Might want to list all the specs on what atty you are vaping now and what you want in a new atty. Could hold off on mod and battery questions until you decide the atomizer. The atty and your "style" of vape pretty much dictates the mod. (Style/special considerations can equate to: how long you vape at a session, how often, on the go or mainly at home, expected time to devote to recharging,clouds and or flavor etc...)
