Variable Voltage Passthrough For Use On A USB Wall or Car Adapter. Do they exist?

I want a variable voltage device and I would like it to be a passthrough and battery operated. Also would need it to work plugged in to my USB wall adapter and car adapter. Do these exist? If so where can I find one?
