Variable Wattage Boards, Watts, and Volts

I've been looking all over the place and can't seem to find my answer. How do VW boards like the dna 40 allow a device to run at much higher volts that the battery has? Batter is 4.2 but at 40 watts, the voltage is somewhere around 9 volts. This makes no sense to me. Can anyone explain the concept and actual technology (ie. part of the board) that allows this.

I'd love to hear a full explanation of how the board works as well but if someone can just answer the volts part that would be great!
