I guess if someone who is a non-smoker who can be responsible, could
vape 0mg nicotine if they like it but I could fear it could be a gateway to want to experience what the cigarette thing was all about or run out of
e-liquid and use someone's nicotine one. I know this is unlikely.. but you never know!
