The confusing way jugheads is laying it out I would avoid them personally. It shouldn't say concentrate, at least it appears it should not as it looks like their concentrate is actually talking about nicotine mg.

evapers is referring to juice, pre made, strength is nicotine mg per bottle.

Most often a concentrate will be and should be referring to a concentrated liquid that is meant to only be used in very small amounts to flavor DIY liquid. For example a concentrate you may use maybe 5-10 drops for 10ml of unflavored liquid. You do not want to vape a flavoring straight! ever!

Hopefully that clears it up. Good luck finding your winning juice!

It depends what you are looking at. Some place call the flavorings concentrates because they are concentrated professional food or tobacco flavorings. But in your examples I guess they mean the concentration of nicotine. If the choices are in mg or % then that should be nicotine (16mg = 1.6%, etc since there are 1000mg in an ml). Looks liek those places stay stealthy and leave off the % or mg but my guess is its nicotine - those numbers are typical nicotine mg amounts.

I can vouch for Jugz quality and price and I suggest you read the reviews http://www.e-cigarette-forum.com/forum/canada-forum/231729-shout-out-jugheads.html
Not one single negative with lottsa positives. I have vaped his juice and it's possibly the best you can buy in Canada. He makes sure his product is of the highest quality and really strives to offer his customers what they want. A small family run biz that will bend over backwards to please his customers. I just can't say enuff good things about him and if I wasn't DIY I would be ordering all my juice from him. His Clearance prices are astounding and are of the same highly quality elsewhere on his site. Best part about his juices is they are consistently the same and contain no Diethyl.
NO affiliation with the company but buyers will find he treats them as a friend and not a customer and I strive to match his juices when DIY....haven't gotten there yet :)

And yes Concentrate = Nicotine...he's had hassles from HC so maybe this will clear up why it's labelled in this fashion.

I dont blame them for saying concentrate or strength, Its the only way to get past the idiotic health canada laws. You would think HEALTH canada would be all for this alternative to smoking, But its all the same to them. ( I acually called health canada prior to ordering to see what kinda issues involved, the guy seemed like a real joker, he acually said at one point, How in the world whould these e-cigg products possible HELP you quit smoking!!! I was like WOW you gotta be kidding me.)
