Do you read the information that myself, and others, provide you? I included a link to my blog on choosing a battery charger in a previous post. It will help you decide which
features will be important to you when choosing a charger for
you.
"Best charger" is a matter of opinion. You don't necessarily need a $70+ charger with all the bells and whistles if you just need an affordable, reliable charger. The more expensive chargers likely have features that you will never use or understand.
Judging from the great difficulty you have had in choosing which batteries you need for your Aegis Legend, I recommend just a basic, reliable, affordable charger by a reputable brand like Xtar, Efest LUC, or Nitecore.
The Efest LUC series of chargers are very affordable and reliable. I chose the Xtar VP4 for my personal charger because when compared to other chargers in its price range, I really liked the display screen over the other models and brands available.
I've said it before multiple times, you should choose batteries by the wattage settings you use and the amp rating of the batteries that are available to you.
WATTAGE PER SINGLE BATTERY on REGULATED MOD:
(Total wattage doubles using 2 batteries; Triples using 3 batteries.)
Up to 45W:

Sony 18650VTC6 3000mAh 15 amp CDR
Up to 60W:
LG 18650HG2 3000mah 20 amp CDR
LG 18650HE4 2500 mah 20 amp CDR
Samsung 18650-25R, 2500 mah 20 amp CDR
Sanyo UR18650NSX, 2500 mah 20 amp CDR

Up to 90W:
LG18650HB6 1500mah 30 amp CDR
LG18650HB2 1500mAh 30 amp CDR
LG18650HB4 1500mAh 30 amp CDR
Samsung 18650-20S 2000mah 30 amp CDR
Your Aegis Legend is a dual battery mod, so the wattage available using two batteries doubles.
-If you use two good quality 15 amp CDR batteries like the Samsung 30Q or Sony VTC6, then you are good up to 90 watts.
-If you use good quality 20 amp CDR batteries like the LG HG2 or Samsung 25R, you're good for 120 watts.
-If you use two 25 amp CDR batteries like the Sony VTC5A, then you are good for up to 150 watts.
-If you use two 30 amp CDR batteries like the Samsung 20S you are good up to 180 watts.
