madvapes VV kit is widely used. Comes with a PCB, a regulator, a couple resistors and a pot. It's quite easy to assemble with a soldering iron. I'm working on building a new box for one now.

little sister doesn't run on 14500's it runs on smaller batteries and the switch is using the lighter push button which also saves room the board i'm not too sure, but the TI linear reg. is pretty small

If you mean the regulator with NCP630, it is very ineffective. This is a linear regulator. For small batteries in series better use switching regulator.
