He connects mods to it allowing him to switch between different resistance (be lazy) including a short, by turning a knob, instead of changing devices. It is used to test the voltage output at the various resistances and wattages.

Thanks, I figured it was something like that, but wondered why it doesn't find any results for that search term on google. Must be "homebrew" device, thought there was someone making 'em.
