If you're talking about the flavorings that HC sells on their site, then no. It's just a concentrated flavoring. You add it to unflavored Nic juice or pure PG/VG if you want 0 Nic stuff.

but is it not the same stuff that the regular HC RY4 18/36MG is made of?
