Lets say I have a 2 ohm and a 3 ohm boge carto. What is the difference internally? Length or thickness of wire, or maybe the amount of windings?

Different gauges of heating wire produce different Ωs per inch.
Different length of wire used to make coil produce different end Ω results.

also, if it is dual or single coil, it will make a difference, which it looks like was answered above, when one goes out, just take it apart.
