That pretty much sums it up. The International Standard is that there is no standard as far as e-cigs. Each Airline is free to either allow them or not. There is a European and US and Australian airspace directive that forbids smoking on any aircraft however vaping is not classified as smoking so EU, US and AUS law does not as such forbid the use of e-cigs on aircraft. Again please remember that as far as the world is concerned vaping is a new thing so eventually things will change, lets just hope they changes in favor of us vapers. You as the paying public can pressure your preferred Airlines to change their policies in regard to vaping. Next time you want to book a ticket ask the ticketing staff "Is your Airline e-cig friendly?" if they say no then just say that you'll consider booking with another Airline.

I will add this:
as Costums Broker we had very similar issue with our Costums autorities.
It may be familiar to you as airliner Captain (thats great)that we clear goods in Customs by using an Harmonized System codes (H.S.)
That was established in EEC ( before it became the EU ).
Most of the world this days working by this codes systems.
We refer to good by code and not by description.
For ex:
Chairs:94.01.6000
Books:49.01.9000
Tvs:85.28.5000
Etc.
That only in general.
from time to time the EU HS Council that seat in Brussels release pre rulling on some products
That they think the HS code for them may not be obvious to the Customs or Customs broker around the
World or to clear disagriment between Custom and Importers.
There are lot of low and rulling involve how to choos the code I'll save you that.
Before some 18 month the The H.S. Council releas such rulling regarding the HS code
Of e-juice.
The rule that it should be classified under Code 38.24.9000.
This code stand for other chemical product.
This code is not for food nor pharmacy or other chemical with defined code.
so its not under the Healt care autority, for now and I think its may be same in the US,I'm not familliar with all the specifics.
but I do believe that there a lot of stuff hear on ECF regarding this.
When the Customs wanted to hold shipment of e juice they could not, and thats because there is no
low or limitiation yet for this code,and after many argument they let E juice without Nic get cleared.
For that they use other local low that ban commercial in Nicotin to those without
Special Gov permits and restricted the commercial importation of E-juice with Nic only.
I may add that they do let it clear in personal importation for no commercial use ( small quantity).
thats becose there is no low against that.

That will jastify sach low,as it not stinky in a way that cos' other pepole to suffer,as analog.
I think that to ban somthing without it establish by low, is totaly wrong,
And in a way violation of basic cevil rights.
I supose our autoroties keep on waiting to see wat happend in the US FDA and EU and do the same.
The point is that e cig are not consider not safe for public use by low,for now.
So we should not automaticly accept that other will take the low to there hands,
And tie the wheels before the horses.

But in a reasnable manner and legitimate means of course.
we are not in war with no one,and vise versa.
