There are two addictions involved in smoking, the first is the chemical addiction, which you stop via vaping..you go through the chemical withdrawals when you first switch, then you normalize and are comfortable with vaping and stop wanting that cigarette.
But the secondary addiction is the behavior itself. The 10, 20 even 30 plus years of reaching for a smoke, going to a quiet place (often times) and then taking deep relaxing breaths..
That secondary addiction is the one your not getting rid of through vaping. And after so many years of hardwiring your brain to do those actions at certain times, when those certain times come up your brain is wired to do that, so it's this behavior you will need to get rid of, if you want to quit vaping.
Many people have quit, and it's entirely possible to do so, but it's up to the individual whether or not they want to.
Those who quit vaping, start changing the behavior, replacing the act of reaching for the vape and taking deep breaths during those times when you are accustomed to doing so, with another act. Instead of reaching for the vape during stress, go outside by your self and take some regular deep breaths instead. Don't vape in the car anymore. Start changing these long ingrained habits and don't include the hand to mouth habit slowly but surely
But because one person wants to quit, and another person chooses to keep vaping, is the choice of the individual and nothing you can judge anyone for.
Good luck in quitting, I would recommend not simply throwing everything in the trash however, when you decide you want to quit. Having the vaping gear around for an emergency while quitting vaping can be a benefit for a time your willpower isn't as strong as you imagine it to be.

You are absolutely right.. people who "want to quit vaping too" need to start changing their behaviors. I learned this when I quit the stinkies back in the 90's for 3 years cold turkey with sunflower seeds! And this was well before vaping. It's absolutely about hardwiring your brain into substituting different activities and creating new routines!
