I keep seeing different numbers so I am not 100% sure what is correct.

What I have been doing is changing my 18650 in my REO when I finish one internal bottle of juice (6 mL). So each bottle gets a fresh battery. When the battery is removed the multimeter says it is at 3.2-3.6 volts (varies from change to change a bit).

AM I swapping too early? too late? about right?

I'd say that's right on the money.

based on what everyone on ecf says, i gather that overdischarging IMR batteries is at least a little harmful to them and will shorten the useable lifespan of your battery and maybe the performance as far as capacity on a single charge. to put my safety and the longevity of my battery first and foremost i make sure to not drain my aw imr 18650's below 3.2 volts and not charge them beyond 4.1-4.2 Way to go on using your volt meter to be safe! sounds like you got it
