Classifieds are your best, and often only, bet if the device is no longer manufactured.

Edit: As for the stuff that is currently manufactured, but in small runs by small companies - lots of modders hang out on forums (including at, but not necessarily at ECF) and will take orders there, usually in the form of lists you join wayyyy in advance of the mod actually being completed. Lots of the harder to find stuff is sold out before it ever even "goes on sale". If you miss all the lists, back to the classifieds.
