If you are asking where you can taste liquid for free, try a local B&M. If you are asking what local B&Ms are in your area and have a tasting bar, I cannot help you. Try searching online for vape shops near you.

Not sure about NY but here in the Dallas area most of the vape shops have 'vape lounges' where you can set and sample ejuice

At least half of the vape shops I've been to have a juice bar/vape lounge where you can sample all their different juices for free.

There are a fair number of on-line juice vendors that sell little bottles of their products. I have seen them come in 1, 3, 5, and 6ml. Just have to search out the on-line ejuice vendors. Usually $1.49 to $2.49 a sample though.
