I question the accuracy of that diagram that you posted of the Boge cartomizer. I don't use Boges, and have never dissected one to discover exactly where the heating coil is, but I'd be quite surprised if it is located in the upper third of the carto as that diagram depicts. Locating the heating coil so high in the carto would be an extremely poor design, because as one vapes,
juice is pulled downward by suction as one sucks on the carto. A design as shown in your diagram would allow a cartomizer to quickly dry out and allow the filler material to burn.

Why not punch near the middle of the carto closer to the atomizer? Perhaps one hole low (for low level liquid feeding) and the second hole near the middle (for more efficient liquid transfer to the atomizer)?
Although some cartotank users do place holes higher on the carto as you suggest, the problem with this is if the juice level in the tank falls below the higher placed hole
air will be sucked into the cartomizer instead of juice.
