MFS linked above has a liter of 100mg/ml base for $50 - and it's good clean nicotine.
Wizard labs are also another great supplier with fast shipping as well. They also sell a lot of 'lab' supplies like beakers stirrers and syringes, but since MFS have lowered their prices, I don't usually buy nic base here anymore.
I wouldn't buy it from a B&M unless they told you where it came from and you could research the quality before purchasing it. Can I ask why you would prefer to buy it in person?

I would pefer to buy it in person because of several reasons. the first and most important reason would have t i dont have a credit card thus would have to borrow one from a friend, and also i cant wait to get started hahaha

I don't know of any B&M's that sell nicotine base though, so I am not sure how that would work. Good luck though, just make sure you know where it's coming from as there is good base and not so good base
Get a prepaid Visa or MasterCard, the kind you can put money on. Problem solved, then you can also buy other things online.
Prepaid cards can be useful for some people, but just remember by using a prepaid card online, they offer limited (or in some cases no) fraud protection and are very sketchy on billing disputes too, unlike a regular card issued through your bank.
For example, if I dispute a payment to a vendor because they didn't ship my items, with my regular credit card I can do so, and there's a very good chance they will give me my money back. By using a prepaid card, you usually cannot dispute any payments for any reason.
Be careful which prepaid card company you purchase them from too as they are not usually insured by the FDIC.
Prepaid cards can be a useful option, but as always, make sure you read the small print.
Most vendors of e-cig products don't accept paypal unless they are outside of the US. This is because Paypal has a specific anti-ecig policy in their TOS.

Is it posible to get a DEBIT card from a bank? No matter what i am not getting a credit card haha i would never stop using it plus the while idea of it just makes me sick. Really quite pointless unless your asking for debt.
Absolutely. Go by or give your bank a call. Keep in mind that if you need to finance a car, home or other major expense you will need to have a credit history. I don't think that happens with a debit card.
Paypal is fine--if you use their debit card.
