Although I'm probably not going to be able to actually help because I'm quite new, a tiny bit of advice... You haven't told us what equipment you're using!
With any kind of "tech support" sort of situation online, the experts are always going to be more able to help you out if you include things like make/model of something.
I had one of those ages ago, did not know they still made them.
On the tank, I had leaking issues when that rubber part that you insert into the cover of the tank would get mussed up. Also if the needle point of the coil got plugged I could get leaks since it would not feed juice properly. That part can get plugged if a piece of the rubber part gets stuck in it.
When you pull out the mouthpiece that goes into the metal part above the fire button is there a part that is revealed that contains the liquid? There should be with the T tank. The end opposite where you put your mouth should be covered by a rubber type part (I do not know what it is actually made of but reminds me of rubber).
First thing, do not try to force it too hard as that can mess things up and make it worse. However, you can gently tap it in and see if that helps. If you have an extra mouthpiece I would try inserting that and see if it works better. It could be the one you are using is somewhat defective. You can try to save any liquid still in the problem tank and try to use it to refill the new tank if the new tank works out.
Aha a CE-4 tank. I had thought you were using a T Tank. I am thinking the battery is from a T Tank system is all. Disregard what I said about rubber and needle like tips now that we have a pic of the actual tank.
There's a rubber gasket/o-ring where you insert your drip tip. This may get squished out of position. If that's the case, try repositioning it to the best of your ability.
If my memory serves me, there's also a silicone 'cap' that goes over the coil housing thingy. If this gets pulled up too much, you'll have a gap between your wick and this cap.
Not sure if this is of any help. Keeping fingers crossed!
