Why do I need to use ~1ohm atty to check volt drop?

Volt meters are around 2.5ohm AFAIK, why can't I see the mod's volt drop with it and I need to use ~1ohm atty to check the volt drop?

Volt meters these days have an internal resistance in the Meg Ohms per volt range.

Edit:
I should add that analog meters like you might find in the automotive section of some stores typically have an internal resistance of 20,000 ohms per volt.
