Here’s another example of the kind of agenda-driven misinformation that seems to have our once-great nation by the throat. A group of scaremongering, malicious, pseudo-do-gooders have reported all over the Internet and other outlets of information technology that e-cigarettes contain diethylene glycol, which is toxic to human beings and capable of causing cancer, losing the war on terror, and releasing the locusts from the gates of Hell. While it is actually true that a certain amount of diethylene glycol is poisonous to us, what seems to be left out of this by quacks like Dr. Oz is the fact that the amount of DG (diethylene glycol) found in a few (NOT ALL) of the e-cigarette cartridges tested was significantly less than the amounts found in common, OTC aspirin and extremely less than the amounts found in 100% of analog, tobacco-burning cigarettes. (It can also be found in toothpaste, over-the-counter meds like cough syrup, wine, etc.) They also conveniently “forgot” to mention their own standards for quantities of DG that are considered safe for human consumption... First of all, it was not found in "a few" cartridges tested, it was found in only one of 19 tested by the FDA during their witch hunt.
And second of all, it has NEVER been found in any testing done by anyone, anywhere, ever since that time.

The lies are as thick as maple syrup.

However it is true that that DG was "supposedly" found in that one sample.
And it is also true that it was in an amount greater than (0.1%) what is currently considered acceptable by the FDA.

But a vaper would still need to inhale at least 100 cartridges in any given day to reach a toxic level at that amount.
And again, no DG has ever been found in ANY tested liquid since.

SIDE NOTE: I can not find the link to source data, but 100 cartridges may really be 1000 cartridges.

The FDA has failed, a long time ago, to fulfill its role, but it's not the FDA's fault; some bought politicians have defunded it. That's the dynamic you're looking for.

Many products hit the market before the FDA has tested them. On occasion, the FDA will require that a product be tested, by a 3rd party, at the company's expense, to demonstrate a particular characteristic, but there's such a wide variety of products on the market, and so little enforcement, that some easily fall through the cracks.

The FDA is perceived by companies as a hinderance to business, and not for what it's supposed to be; safeguarding public health. How many commercials have you seen about class action lawsuits, because of a product fault?

Ultimately, We The People, are responsible for putting those politicians in power.

Take a moment to look at the European markets; they are the leaders in public safety.
