Either situation is not good. I have to admit, if I got a package from another city, I'd be likely to mark it return to sender, just because I'd figure it was better to do it that way, than try to track down the person, but that can often mean it just gets lost in the shuffle. If the vendor acknowledges the address was wrong and it was not your error, they should replace the package. Equally, an exciting ending with a fizzle out isn't great either.
Hopefully both matters will get straightened out.
I got a non working
mod as a prize once, and the vendor was ready and willing to do a warranty. I wound up keeping it because my husband looked at it and decided it could either be fixed or the board used to make a custom
mod. That's a vendor I purchased from in the future.
