Since discussion thread was closed, I wanted to share my seeming solution to the ever annoying juice creep into the cork piece, which to me aside from top air hole, was the second most important bit of this design since it made refilling easy so long as it wasn't dripping with juice that would find its way from the wicks up the supposed stopping points and into onto the cork piece -

dremelled slots in the edge of the deck deep enough to fit a spare tank ring and viola! A seal this thing SHOULD'VE had in the first place. Juice still creeps in there, but far less than before and I now suspect that I'm simply under-wicking it compared to the stock setup that did not have this issue for some magical reason. I used less wick to leave more room for juice, work with a smaller sized coil I put into this guy, and to give it some suction to avoid any possible dry hits with the air wide open.
