No it wouldn't be as safe as current ecigs tobacco plants have undergone decades of manipulation and it would be difficult to verify the quality. Being honest in your position not being able to purchase much nic base maybe spend the time getting vape free.
Not as safe as ejuice, but if you used untreated tobacco, it wouldn't be nearly as dangerous as commercial cigarettes. However your ability to grow tobacco worth smoking depends a great deal on your location. Might be best off to just buy pipe tobacco, which is not nearly as bad for you as commercial cigarettes.

I thought about it till I spoke to a botanist friend of mine he strongly recommended not to do it and did list a load of stuff that flew straight over my head, showed me it wasn't just doctors that like long complicated words.

Vaportek has liters of nic for $25. I'm hearing different things about how strong the TH actually is. Some say 12mg or less and its not noticeable, and others say its noticeable at 6mg. So if you use under 6mg its an inexpensive option.

Picked up 4 liters last week. I only Vape at 3mg/ml but also mix for other family members. Could not pass up on $25/ltr.
MtBakerVapor sell 128oz bottles of nic base on their wholesale side. I don't recall the price but from what I remember seeing it was reasonably priced. I think you have to have a wholesale account now to see the price though.
I use thee-cigshop myself very good nic base but many people in the UK use and are very happy with darkstar price wise they each fluctuate on who is cheapest.

One of the reasons I buy nic base from the place I do is it's a one stop shop for everything diy liquid good range of flavour concentrates from a few company's and they are competitively priced plus his range is always expanding.
Ten litres? Of 72mg/ml nic base? Ok, let's do some maths...
From one litre of 72mg/ml nic base you would get:-
3 litres (3,000ml) @ 24mg
4 litres (4,000ml) @ 18mg
6 litres (6,000ml) @ 12mg
12 litres (12,000ml!) @ 6mg
24 litres (24,000ml!!!) @ 3mg
Now, assuming you vaped 10ml/day @6mg it would take you over THREE YEARS to get through ONE litre of 72mg/ml nic base!
IIRC, nic base can be successfully frozen for 5+ years, but I'm not sure it'd last thirty. Lol
Two litres should see you right and (who knows) by then you might have graduated down to zero.
As for the dry herb burners and using tobacco in them - I have no experience of them so can't comment.
I've used Darkstar in the UK nic is fairly clean and I generally vape unflavoured. A litre will last me about four years at my current rate of use. I have about 10 years worth in stock. I don't think anyone knows how long you can store it for so I did not see much point in getting any more. My Freezer should be for storing food not nic! I plan a gradual reduction in nic so my supply should outlast my habit.
