I'm charging two vtc4s. What should I have the amps and voltage set to? Also should it be the same for all batteries(AW, Efest, Orbtronic)? Sorry if this is the wrong place for this.

3.6/3.7V (the middle one). That's where you want it for all IMR batteries used for vaping.
With 18650s,you can pretty much use whatever amperage setting on that charger you like. The VTCs will handle 4A of continuous charge current. The .25A setting is "best" for the health of the batteries, that's where I'd leave it. I only use 1A for a quick top up if I'm in a hurry.
