You don't have to "Steep" an e-Liquid if you don't want to. If you like the taste right now, go ahead and vape it.

But most e-Liquids Flavor changes over time. So if your not crazy about the Flavor right when you get it or make it, letting it sit for a few days will let the Flavor "Mature".

For people who DIY, this is Very important when making a New Recipe.

If I Whip up a Batch of something and test it, it might taste weak. So I would be Very Tempted to add More Flavoring to make it Stronger.

But since the e-Liquid is going to change, in a few days it now may be Too Strong. By letting it sit for 3 or 4 days I can make sure that the e-Liquid isn't going to change and then decide what needs to be done to it if I don't like it.

Think of it Like making Spaghetti sauce. It tastes better if you let it sit on the stove all day verses just 10 minutes in the pan.

I'll answer to the premade question since most seemed to have missed it. Have you noticed that most vendors give you a lot of options when you order? Percentage of VG:pG ratio, how much nic goes in. Some even offer additional flavor shots, or menthol add ons. Now think about how much inventory they would have to keep in order to be able to have everything premade and presteeped? Yes there are some products out there that come just this way. High Caliber is a 50:50 juice, mass produced in a few nic strengths that vendors can stock as they feel fit. They're an okay product and I've got a few of their flavors I like ... but my favorite flavors come from vendors with the various options. I started out with a coffee wake-n-vape at 24mg, but recently decided I wanted to lower my overall nic. So I asked the vendor if he could make it at 20mg instead. He did.

Supply, demand, and inventory all come into play here. I would imagine that vendors that have juice recipes that "just work" keep batches of the flavors mixed up so they can just add it to whatever PG/VG/Nic level you want. That's easily doable thanks to basic ratio/percentage math.

...and... many of our vendors are not corporations... they have cash flow issues... keeping enough on hand isn't feasible... you're kinda new here... if you stick around... you'll possibly see one or two of your buddies try to start a juice company and then you'll see for yourself the headache it can be ;-)

I tend to prefer my juice unstopped... most of it anyways... I only steep my bob honey flue and cherrywood...

If you keep a good supply yourself then you should have no problem letting it rest for a couple weeks. I know people are often pretty anxious to try out new juices but it's generally a good idea to wait, like you had to wait for Santa on Christmas morning. It will come quickly enough.

You will have a good enough idea of what you need to steep and what you don't, as you experience it. If you find that a particular vendor's juice gets better over time then that's a tip off. Or you could move to Canada where the stuff steeps all by itself while you're waiting the couple of weeks for it to get here :)
