dude...thats california...we have some cities that banned smoking....period. You have to hide in a closet with a fan on to smoke. yet I can still hold a guys head back and pour gin down his throat till he passes out and dies...and its a prank with unfortunate consequences.

My guess would be that Santa Clara county is trying to cut back on their tourist business earnings. Must be nice to be so rich.

I think the ordinance bans smoking (not all tobacco use) in those locations, and that the reporter inaccurately referred to smoking as tobacco use. Please note that CA has the lowest smokeless tobacco use rate in the nation, at just 1.3%, and that most of that use is in rural counties.
