Extra PG/VG in mixing

I've been trying DIY and cannot figure out why I need to add extra PG/VG to my mixes other than to lower my target nic. I'm using ecigvape.com calculator and for this formula for instance:
base nic 24mg
target nic 18mg
amt to make 3ml (testing)
flavor 10%

results:
nic juice 45drops
PG/VG 9 drops
flavor 6 drops

My nic juice is 24mg 50/50. When adding the extra PG and VG it dilutes the flavor. I added a few more drops of flavoring and it seemed to help. Steeping since 3/31/11. The flavor is PA and could probably go to 15%.
My next experiment was FA and just mixed my nic juice with the flavor. Much better. Do I really need to add the extra PG/VG if I wanted 24mg anyway?

No you don't need to add the extra VG/PG. You cannot get a 24mg/ml finished product when adding anything to the 24mg/ml base as it will dilute it.

I just ran the numbers through that calculator:

I entered:
Base: 24mg/ml
target: 24mg/ml

Results:
At 15% flavoring:
add PG/VG: 0
Resulting Nic level: 20.4mg/ml

At 10% flavoring:
add PG/VG: 0
Resulting Nic level: 21.6mg/ml21.6

Just bear in mind that the result may not be 50/50 PG/VG depending on the PG/VG content of the flavoring.
