Nic content per/ vendor

Ok I have noticed that nicotine content seems to be differant from vendor to vendor. For example I usually vape at 18mg, My ADV is bobas or gorilla juice both @18mg, I recently ordered some juices from a few other vendors Copper Creek House Blend @18mg and Juicy Vapor Ecto Plasma @18mg and both were too strong and gave me a heck of a Nic rush, so i orderd the same flavors @12mg and they were fine. But all AVE juice i am still able to vape @18 mg. So whats the deal here?

Perhaps the brand of nic juice they use?

Thats what I was thinking, but a MG of nicotine is MG of nicotine

Could be some element that makes the delivery seem stronger perhaps. Level of ph or some other element or purity of nicotine can maybe affect the reality of your perception of the strength. Or, who knows how precise various manufacturers measure.
