using a CC

I want to use my discover card through PP,and when I go to check out in PP it says that you may charge me up to 3% for using a cc on this INTERNATIONAL PAYMENT.I am at what I believe is the us site,so,why is it saying international payment,and wanting to charge me up to 3% of my total..

I believe their main billing goes thru the UK office even when ordering thru US site. Some CC charge the international fee and some don't.
