Horses' Mouth here. I, like your Mom, was always a menthol smoker. Was down to puffing on a pack and a half of ultra-light menthols a day when I quit. Here is what I do to make my Menthol additive juice:
I put crystals in a plastic bag and crush them with a rolling pin, glass, etc. I fear that a mortar and pestle might yield too fine a powder and change the amount of liquid added. I fill a bottle half full with the crushed crystals (very scientific and exact). I fill the bottle with PG. I assume VG would work but it would be lots harder to get the Menthol into suspension.
.....I shake the bottle vigorously and allow it to sit. If all the crystals dissolve, I'm finished. If not, I sit the bottle in a bowl of hot water and shake it occasionally until the crystals are dissolved.
.....When I'm mixing a juice, I add one or two drops per ml. Two, for me, is a very strong taste. I always add the Menthol when I make a juice, so I can't say anything about adding it to an existing juice. Experiment. Many people like Koolada because it adds that Menthol coolness without the Menthol taste. Ask Uncle and Lisa about this.
.....Congrats on helping your Mom to quit. If you're into DIY, invent a nice tobacco juice then Mentholate it. Don't buy a pre-mentholed flavoring... all those I've tried suck. Good luck and PM me if I can be of any help!
