Equal parts 36mg and 0mg to make 18mg juice (so 14ml of each). 1 part 36mg and 2 parts 0mg to make 12mg juice (so 14ml of hi-test and 28ml of 0nic)

As for a formula
"high mg nic you have" / "low mg nic you want" = "total parts of juice" (36/12 = 3 total parts juice)

Total parts juice = 1 part high nic, the rest is 0nic (1 part 36mg, 2 parts 0mg).

You could buy the 0mg in the flavor you want, or save money and buy the 236ml bottle of 50/50 no-nic base base plus a bottle of the flavoring (plus that way you can add extra shots if you like them without extra cost).
