Yes you can. The number of refills you get seems to vary - I've refilled some of mine about 8 times. Refill a cartomizer with the same juice it came with, or buy blank cartomizers for filling with new juices.
Below is a video on how to refill. For drip filling, about 20 drops will be enough to refill an empty carto. You don't want to overfill as then it floods and leaks. The "condom method" is another popular way, but it can be a bit messy and isn't for unsealed batteries. Even an unsealed automatic is not immune to spillage, so care is needed with the condom method.
