I'd need to know more about the context. My first thought is "headers" could be referring to "heads" ie: coil heads. Second thought is it could be referring to "toppers" or atomizers, ie: rda/tank.

Third thought is that it's referring to headers, like in web development, such as the header for this forum contains the ECF logo, those background clouds, "Welcome to the world's.." etc..
