shipping to an APO, you shouldnt have any issues with taxes or limits. anything that can be legally shipped in the US, can be shipped to an APO. i am at an APO in japan, and regularly order a lot of liquid and have never had an issue.
FWIW, at Osan (songtan) there is a shop out the front gate, called eastbay that sels some vape gear and eliquid...
You won't have any problems getting stuff shipped out here. I'm currently stationed here right now in Area 3 USAG Humphreys. I didn't have problems either shipping lion batteries from amazon or going through customs with my vaporizer, batteries, and liquids. Let me know if you have any questions! And welcome to korea!
In regards to juice i would look on the airlines your flying. i believe it may be 3-5 ml or something in a ziplock bag. you'll notice your clearomizer leak during flight but thats just because of the difference in air pressure. I flew Delta airlines and went to the bathroom to vape!
