Did you use your meter to check for continuity, or lack of it between the center post and shell of the connector after soldering your wires to the connector?

The best place to get your wires is to pull them out of multi-strand cables. The insulation is always thinner so working with a thicker wire gauge is easier.
For modders the various colors also come in handy.

You amp load is quite modest, there is no advantage to using mAh challenged IMRs in a mod like this.
And don't fall for the Panasonic2900/3100...
It's hard to tell exactly, but those look like the original CE4, pretty much junk. They had a bottom coil and a plastic down tube. MiT moved on to the CE4+ which was quite similar to the Vision eGo (pansy named Startdust).
Note the the CE4+ on the left and the Vision on the right...
If you look closely at the second pic, there is just one coil and two wick ends that drop into the tank, CE2 style. It even feeds the air up the tube from the connector just like all the cartos we have been discussing.

Well that is the right thing to check, but a fully charged cell should do better than 3.7V in an unfettered mod. That's a bit worrisome.

FWIW no one has listed any 'mods', factory made PVs are not mods, they have not been modded/modified or started life as something else and then converted for PV use.
Except of course this one mod.

Are you sure you have "the CE-4 version"?
The real CE4's where made by MiT (the original CE2 makers) and had a bottom horizontal wick and an internal plastic down tube.
They real were pretty much junk and were replaced with the CE4+.

Very nice. Thanks for taking the the time to test and explain. The one size-fits-all approach gets old. It is to be be expected that a true IMR (LiMn2O4) like the AW should be able to maintain higher volts.
Resistance is a personal choice, everybody always wants to push new vapers into LR. That can come later.
This guy sure seems to like the E1's. So many makers have these now. The E1's are an ESCO product.
You could get the standard carto complete assembly and a LR replacement head and see...
