    I have about a dozen that I use regularly, more on the shelf collecting dust that I no longer use. But on any given day, I only have 2 or 3 in use, set up with a different flavor in each.

    There is a difference between having a balanced budget and being debt free. There is a difference between deficit spending and debt. The budget was actually not only balanced, but there was a budget surplus in 1998, '99, '00, and '01. However, the surplus wasn't used to pay down the debt.
