Yes that is a NET. I've done my own tobacco extractions using pipe tobacco, VG and a slow cooker.
I've not had any TA juices to date, but the NETs I've had (whether my own extractions, or Tasty Vapor juices) are good.
To the best of my understanding, tobacco leaf oil is Tobacco Absolute.
Vendors that sell NET juices will state clearly that this is what they sell. Post #158 of the Natural Tobaccos thread outlines American vendors that sell NET juices.
