As long as you like the taste of the Port Royal then you wont need to add any other flavors. Not sure what % will work for you though. I have a couple of batches that I add some too and a few that are perfect for me as is. Really depends on the tobacco more than anything.
I've done multiple extractions over the last few months and have to say that the parameters outlined by Kurt provide results much better to my liking. Extending the time the liquid is heated or the amount of time that the tobacco stays in the liquid might get you a more thorough "tobacco"...

Yeah, cheesy tobacco doesn't sound very good but if I had it then I would try in conjunction with some other flavors (maple, malt, apple, etc.)
to see what kind of change I could get on the flavor profile. I've had some weird flavor combos work out fairly well.
