You must be doing something terribly wrong. It's almost impossible to burn any part of a Bloog carto at 3.7V as long as you don't dry burn it.
Also, calling the BMF a rebranded Volt is somewhat strange, since the Volt is a Bloog copy.

That level of efficiency for the blue setting from a PWM circuit is unlikely.

About RMS. You need a "true RMS" voltmeter.
AC readings and "average RMS" or similar readings...
If they don't have a lower than supported resistance (enough to shut down the USB port), the only explanation is not making contact.
There is nothing in the vortex to stop it from working at whatever voltage. In electrical terms, it's just a resistance.

The regulation part seems to be missing (or very weak) in the first version.
