    Don't worry about having liquid over the hole continuously. You have to remember that the carto has absorbed about 1 ml+ (depending on your carto size) of juice in it. It's not going to burn unless you keep it CONSTANTLY on the side with no way for the carto to absorb more juice.

    If you vape it dry, you're going to burn your carto. I don't let mine get down past the hole. And I never top off the carto, just fill the tank.

    If you have a see-through tank (made of plastic or preferrably glass), you'll know when your juice is getting low because you'll be able to see it.
