It is HIGHLY unlikely that this discoloration is due to heat. The wrappers are PVC heat shrink tube that require 200-275°F to shrink. You would certainly know if your battery exceeded that temp and caused damage or discoloration to the wrapper.

Do NOT take the shrink wrap off. You should be using high drain batteries. The best battery out right now for a VV/VW device is probably the Panasonic NCR18560PD or NCR18650PF. Both are 2900mAh rated for 10A discharge. The only 18350 worth spending money on is AW. All others fall short.
